I do the borders in Photoshop by first creating a New Layer above the background layer. In the new layer choose Select All (ctrl A), then go to Edit/Stroke, pick a pixel size (say 15 or 20), and choose the stroke colour (black). Then Deselect the selection (ctrl D) and go to Filter/Blur/Gaussian Blur. Use a value of about 8 (That should work for a 800X600 image btw).
